Most people carry a listening device in their pocket at all times so concerns over the carrying of identification really are pretty dated. Not having a card ID system is a hang over from the luxury of being an island.

Sadly not, if you can’t afford nursery one parent is presumed to have to remain at home and fulfil this function.
