So, not much has changed in 9 years. Current administration is currently working to get SIUC off the list again. If this post is true, I am surprised the education dean has time to teach. Most of the deans travel 50% of the time or more to fund raise for the university.

When the NFIP was created, the policy makers envisioned a program that was actuarially sound and would lead to retreat from the high hazard areas. The politicians decided to subsidize the program which created a system of perverse incentives which are the main reason for the NFIPs ineffectiveness.
