Wait a minute. If the incoming missiles are targeting civilians, wouldn’t the equipment to intercept those missiles logically need to reside near those targets?

Who cares what they accept? If everyone else accepts it, they don’t get to contest it. You can’t both refuse to participate in international law and also cite it as relevant. If they don’t accept those borders then they don’t have any borders.
