I think their gov programme is coherent. Their broad strategy is ‘clearing up the mess the tories left the country in’, which is a strong positioning, giving many policies.
If anything, they don’t have a coherent media and comms strategy to articulate this.

BBC 6pm news gave it the first 15mins to it with biased coverage and only a clipped 10sec interview with Starmer justifying the gov position.
