The Steampunk Doctor arriving into a shot via Vortex Manipulator. In series 3 of Doctor Who, the Vortex Manipulator effect showed the time vortex manifesting in the real world as the people arrived, and that's what this effect is emulating. The time vortex (in this case a purple and white one as opposed to Series 3 of BBC's Doctor Who where it was a Blue one with occasional red streaks), with a circular cut out in the middle that's been feathered so as to give the illusion of the energy dissipating.

You were having a good day growing up if you put a VHS in and saw this...
A disclaimer in the style of the VCI Videos one, a near-black screen with bright gray text reading "Pope Zygon Productions have recorded this programme on high quality video take to provide you with great sound and vision quality. The Lazenby Doctor, a definitely real incarnation of the doctor from 'Too Many Doctor Whos', played by George Lazenby. He is being put on trial by the Timelords of Gallifrey (specifically the actors from The War Games), and has been deemed to be exiled from Gallifrey in a new Mysterious Incarnation... (For anyone interested as far as I'm aware this isn't an actual incarnation, I just made this for fun)
