As a new-ish fan, I'm still learning soccer rules. But handball calls feel very arbitrary or downright criminal sometimes.

In the Genoa Cagliari game this morning, an offensive player headed the ball directly into a defender's shoulder and got a pen off of it, which seems absolutely absurd to me.
