I think I had 300 emails left. The big publishers were notified first, then in alphabetical order. The sources left typically only had one source.

The list is a record and can easily be obtained via FOIA.

Actually, if you look at the selection policy, Canadian journals are not considered international (same as UK, Aus, and NZ). Lots of Canadian journals remain, especially if they provide full text and are peer reviewed

ERIC doesn't pay journals to be in it. The assessment was done exactly as stated in the selection policy: prioritizing IES funded work, US based content, peer review, grey literature, and sources that allow ERIC to display full text.
