There were a few episodes where Brain did take over the world, but his rule was either temporary and he'd land back to where he started (It's Only a Paper World, Groundmouse Day Again), or he gave up control of the world for Pinky's sake (A Pinky and The Brain Halloween).

I think it's an endearing indication that The Brain has a heart and good intentions, even if his schemes are questionable at best.

Quasimodo and Goliath would have been besties.
