It's not about the ballroom. The BUNKER is under the East Wing. He's enlarging and modernizing/weaponizing it so the regime can hide from us because they don't plan on ever leaving. The ballroom is just an accessory. We MUST get him out before this construction is completed or it will be MUCH harder
