That is a strange paper and badly in need of editing (albeit too late)! E.g., they define PM2.5 near the end and the definition is wrong.

Infrared cam should detect the hot plume. What is UV for? SO2?

I remember that one... you pointed it out before. It's far beyond @plumeplotter.com's ability though! However, I think I saw some infrared cams that plug into a phone, which are not too expensive and may be worth trying.
