Also it's completely useless without knowing what comparable figures are from other countries. As far as I know the massive increases in prison population are solely an American phenomenon, while the decline in institutionalization is not. One would think a British publication would consider this...

I have been told that homeless people need to be punished, even if it does nothing but make all of us worse off. Me thinking this is insane (and inherently immoral) was apparently me "just not understanding"

My understanding is that they view this as forcing Smith's hand. As it is she's tried hard to appease the separatists without ever actually endorsing separation.

He used to. Part of why I started reading some of his stuff like a decade ago was after reading an article of his about how the US needed to switch to proportional representation and a parliamentary system, which as a Canadian was close to my heart
