except thats mostly fabulation,ruthless quests for power and sadistic glee at having others squirm before you have always been the raison d'etre for some. in some periods of time others consciously hinder their pursuits,but then a certain naivete/sloppiness develops and new opportunities arise

incoherence due to the fact that there isnt actually a unified stance in that administration besides blatant corruption...otherwise their "coalition" is as fragile as it can get...various hyenas jockeying for power with very differing interests and this is the result
