I was at a GHCMA info day last week about burning roadside grasslands at Dunkeld. The CFA HQ biodiversity people were very keen on the grasslands roadside taskforce to help conduct roadside burns. The timing could be right for Remote areas teams

I may be misunderstanding your quote as I don’t know I’ve read anything that blames victims more. People, often women and kids are often put in to fear as a very rational response to the circumstances they find themselves in.
