The man in the video is Jim Hairfield, the Deputy Asst Sec, Office of Security Facilities & Logistics Services in the Office of Finance & Operations of the Dept of Education

I'm not positive it's the same man as in your image, but the "Unsung Hero" Award has the ED logo, so that does track.
