In Roma, yes, but in Firenze, most likely not. From Rome south, and especially Naples, use of ʃ is colloquial in sC clusters (e.g. ʃpagɛtti, ʃpɔrt) and stigmatised when speaking (accented) standard Italian

For southern Italian there is no [e] only [ɛ], so it would be 'skɛm.bri, or in more regional and colloquial varieties 'ʃkɛm.bri (c.f. ʃkuola for 'school')
