Are the any open source tools/software libraries to convert an audio clip to its IPA representation? If so, are they accurate? If not, why not?

I understand what you're saying snd having endured many graduation ceremonies at mu former university employers where international students' names were butchered, I feel your pain.

Would love to read the articles, especially the Introduction but I'm retired and have no journal access. Do you know if OA pdfs are available anywhere?

In Roma, yes, but in Firenze, most likely not. From Rome south, and especially Naples, use of ʃ is colloquial in sC clusters (e.g. ʃpagɛtti, ʃpɔrt) and stigmatised when speaking (accented) standard Italian

For southern Italian there is no [e] only [ɛ], so it would be 'skɛm.bri, or in more regional and colloquial varieties 'ʃkɛm.bri (c.f. ʃkuola for 'school')
