Hypothesis: weakness is a quality that is selected for in hiring univ. admins. The people doing the hiring want obedience not independent thinkers who will challenge them. The brain rot is a feature not a bug.

Exactly. On the surface it seems like the opposite of DEI would be "merit" but in fact it's "segregation." If the opposite were merit, we'd see pressure to make hiring procedures the equivalent of "blind auditions" with applications fully anonymized before they are evaluated.
