I think from Trump's POV, it refers to McKinley's chunk of The Gilded Age (which is name appropriate for Trump), with tariffs and great wealth disparity (ours, of today, is actually worse; even if our general standard of living is better).

My bet is on the idiot and chief seeing Ghana, conflating it with Gaza, and adding a couple of zeros to a monetary value of something like $500,000.
