This is the cursed Tails doll. The doll was ハリネズミの (Hedgehog's) first creation of life, and the doll's only purpose is to kill. It used to be a cuddle buddy and a number one servant but was thrown out of existence due to being disobedient and causing havoc against it.

ハリネズミ created the gatekeepers to make sure nothing gets in its way while it's playing with its victims. It's able to gather the seven chaos emeralds and use them to give each emerald sentience. The gatekeepers are a part of it and have different roles with the same purpose.
