Only problem with rebuilding is that SCOTUS is now a right wing legislative body, not a court. They will absolutely help Republicans block any rebuilding of government programs.

A lot of what is being destroyed almost unilaterally will need to get reapproved by Congress in order to get the departments and programs back. Republicans will block that all day long so, they have effectively destroyed the American government and it will take generations to fix.
