Fennel plants in the frost last week at Linslade Memorial Gardens. It's a garden for pollinators, but beautiful at this time of year too

Can anyone help me identify these droppings left on my allotment in Bedfordshire, UK? Or could it be an owl or kestrel pellet? Contents are mainly seeds and berries, no visible animal parts; and it disintegrate with the next heavy rain, which sadly doesn't happen with the more usual fox droppings.
