Oh wait yeah, on workgroup Windows clients local users can shutdown the system without elevation. So that's how it can do it.

I'm not, kodi.exe runs as my local user. I assume it has a service it can call to execute privileged commands or something. Checked services.msc but there's nothing obvious like "Kodi Serivce" so idk. It is a puzzler.
