Why doesn't the security upgrade check for this before it installs? Seems like an easy precaution that can prevent this from ever happening.

DHS has an immense budget they can use to enforce immigration laws. Why do they expect overworked local police to do the DHS job for them?

I have no doubt they would feel fully justified and would give long-winded answers about how their discovery/business acumen/contribution to the economy/etc. shows how much they deserve every penny. I wouldn't even want to hear their blustering. I would just take it away and distribute it.
