Main stress is on the last syllable of ‘Tennessee’ for most speakers (except for some Southerners and African Americans) but yes it shifts to the first syllable when phrased with ‘whisky’ to avoid adjacent main-stressed syllables. The same happens in ‘Tennessee Williams’. It’s called the Rhythm Rule

btw, seems that Hammond entertains the possibility of a three-syllable foot in words like ”Wìnnĕpĕ-f*-sáukĕe” or “Kàlămă-f*-zóo”

Anyhow, what struck me with “God for-f*-bid!” was precisely that the first foot straddles two words, which is something poets allow (well, at least those who believe in feet!), but phonologists don’t allow this, yet that seems to be what’s needed here for the expletive to be between two feet here

Phonologists use metrical feet only inside words and allow feet to be two syllables, like “Bánglă” in ‘Bangladesh’ or “dánnă” in ‘bandanna’, or — and this is the weird part for non-Japanese poets — two moras (a “heavy” rhyme) in a single syllable, like “désh” in ‘Bangladesh’ or “bán” in ‘bandanna’.
