I don't remember covering proportional representation in House districts in Government class.
But i did learn what the United STATES is and how and why the 2 bodies of the congress were set up the way they were. So in a collection of equal States i do in fact think the States should have equal rep

Don't think I'm the one missing the point here.
VT/RI should have equal say in the Senate as TX/ FL just like WY/ND should have equal say as CA/NY
And we should enact proportional representation on the House (which doesn't require amending the constitution to acheive) to provide = rep for citizens

Correct. Because the Senate represents the States and not the citizens. And the House having proportional representation would more equally reprsent the citizens of the States. So a person on the minority side of a 60/40 district would actually be represented in the House

Depends on the body of Congress. I think the House should have proportional representation instead of winner take all districts while the Senate should represent the States equally as each state is equal in the Union of States
