The public safety critical bit really is the FTS - if SpaceX were making changes there they probably need a new license which is really how the FAA controls it. Afaik they’re not reporting every tweak to the design to the FAA.

By law the FAA doesn’t regulate the safety of the crew only the public. This is due to a “learning period” that has been repeatedly extended
