Just FYI, most developed countries can't feed themselves without imports, the UK for one. You won't experience a problem unless/until you start aggressive trade wars with your partners or threaten to annex their territory.

There shouldn't be any gerrymandering at all. Electoral boundaries should be drawn by independent, non-partisan commissions. This is not only democratic. It ties the elected to distinct locations and communities.
Free countries don't tolerate such attempts to subvert the decisions of the electorate.
