I think this refers to Philadelphia Code § 9-1132, which prohibits retailers from charging more to cash users. That would prohibit a retailer from rounding up. Rounding down would be pretty inconvenient as it would require a ton of nickels on hand.

FYI, the domestic worker laws treat all people who hire cleaners or babysitters -- not "business interests" -- as employers. And no one is following those laws because they're impossible to comply with. And they exacerbate immigration status problems.

The City/Mayor has started a youtube show where Chief Administrative Officer Camille Duchaussee "has coffee" with city officials. No coffee is drunk, but a cup is present. Why? I can only assume the Mayor wants people to appreciate how the city employs people. For what? Who cares.

A question: does Philly have more or less state capacity for the 2026 Semiquincentennial than it had for the notorious 1926 Sesqui-Centennial that crippled Philly?

It looks like the Mayor has a profoundly wrong view of zoning. It is fundamentally based on the police power-that the gov't can regulate land use to prevent negative externalities that would be nuisances ahead of when they would occur.

I refuse to find anything nefarious in more people who want to live in the city and residents consensually selling to them and developers to make some money. As the underlying paper admits, to the extent residents are being "pushed out," that is because our government refuses to allow new housing.

Note that whatever one's view of this endeavor to identify "gentrification," the major cause is not building enough housing. That fault is not on the "gentrifiers" in Philly. It's on City Council.

I was reminded today that the cute 1970s effort to legislate away pay toilets should be taught as a prime example of how well-intentioned efforts lead to horrible results.
Because they were successful and ended up legislating away nearly all publicly-available toilets.
