Often new houses are too far away to walk anywhere, have no public transport and no cycling infra, so people effectively have to drive if they want to go anywhere at all.
Absolutely make more public transport. But cycling is cheaper, and cars get in the way of both.

What really gets my goat is that the other side of the road is much wider, but is totally unused.
