Why not just have a system of fines for people who don't follow the rules like driving? Loud and obnoxious, fine, getting up rushing down the isle before others in front of you, fine. singing, a fine. Or positive rewards for people who do behave.

That would limit the poor from the postives of the internet. The two people actively destroying western democracy are very wealthy. The GOP congressmen who are refusing to sack up are wealthy, the bankers and industry titans convinced that tax cuts were more important than character are wealthy.

Right, I knew it was coming but the reality that Putin has beaten the US is completely fucked. It's up to Europe now. I'll be in the baltics in about a month. My embarrassment is going to weigh heavily.
