There is no "publicly available dataset" of skins that doesn't use skins from Skinseed. Even if they manually scraped player skins using Mojang's API, a majority of those skins were no doubt taken from numerous platforms, including Skinseed. It's a really flimsy loophole, and a really slimy move.
