I would think that paying a derisory wage and forcing miserable conditions on health professionals such that the most qualified and skilled have every incentive to quit the industry or the country would be classed as pretty inefficient squandering of investment in human capital, but that’s just me!

It’s obviously a more extreme example of omission of someone’s words between partial quotes changing the meaning of their statement, but it is effectively what they did. Plenty of rope to hang him with without splicing quotes together like that, it was a big editorial misstep.
