In Edinburgh it actually is 25% of kids, it’s the national outlier.

Well Edinburgh is an outlier, with the highest rates of private education in the country — about a quarter of all pupils in the city, which really would be a big shock if they all suddenly went over to the state system. Except, as Sam says, that’s not happening at all.
