If that were true it would make executive orders essentially useless unless it was something that could be carried out within 4 years or less.

The way I always check myself on this is to remove reference to the other person. If another person wasn't mentioned would you say 'me' or 'I.'

This administration is sick. Those programs cost a lot less than nursing homes or institutions. They are also far better for both the mental and physical health of the disabled person.
