Rogers Smith wrote a whole book about this question. It was a finalist for the Pulitzer Prize in History in 1998. TL;DR: Ascriptive categories defined by those in power will determine who counts and who doesn't.

I love this annual event here in my community, which benefits high school students in the Williamsburg-James City County Schools. Prom is such an expensive high-stakes production nowadays, and so it's great to see folks putting in this work to make it accessible to more students.

100% So well put. And so important to understand.
For a great historical account of this idea I'd encourage folks to pick up Joseph Ellis's book Founding Brothers and read the chapter on the Hamilton v. Burr duel. The ideas that Cullen is describing vividly come to life in that account.
