Given the heat placed on the ICC by the Americans, especially against the Chief Prosecutor, who since resigned due to the pressure it's unlikely that the ICC will go after many more Israelis.
They are probably all complicit.

Yes, just over a year ago the ICC issued arrest warrants for Netanyahu and Israeli Defence Minister Yoav Gallant for war crimes.
However, the ICC does not have a police force and relies on member states to perform any arrests that are needed.
