That's certainly possible. Recall that EU adopted a 25% retaliatory tariff just hours before he announced the pause. So he knows they're not afraid to call his bluff.

Right? EU is our biggest aggregate trade partner. The current tarriffs on our 2 biggest (non-USMC) partners are now HIGHER than what he announced on "Liberation Day" (50%/30% vs. 20%/54%). And he won't cave until markets tank....
