This is the language prior to the proposed change which doesn’t explicitly include postgrad nursing degrees, but says “not limited to” which would not appear in the proposed language.
The existing reg already excludes undergraduate degrees. About 1 in 5 nurses in the US have postgrad degrees.

If everyone who is eligible now or over the next four years retires as eligible that would be just over 10% over the next 4 years.
That would be a change from historic precedent in that historically about 1 in 4 retired in first year eligible.
Don’t see how that would be due to anything Reagan did

Retirement and retirement eligibility peaked several years ago.
Note that while mandatory retirement is at 56, they can retire voluntarily with full pension after 25 years service or at age 50 with 20 years service.
