In the 15+ years I've been shipping stuff for my job, USPS has improved a lot. UPS is easier to deal with on the shipper’s end, though, and I trust them more to get things delivered on time, but they’ve gotten pricey. USPS is great if you need to ship something affordably and don't care about speed.

The critical thing to remember is we have no idea what anyone is actually saying to each other. Public statements in diplomacy are only tangentially related to reality. They're targeted at everyone but the ostensible target.
