According to the city’s business licensing, the Paradise Pizza license expired in 2001. The next one the city has is Ramy’s, which I don’t recall. Google Maps street view shows Paradise there until 2007.

They may already be! If your duplex has one gas meter, then the landlord has to assume responsibility, as it is a shared meter.
