Dynamic Rates were promised in 2001

pelegri.substack.com/p/dynamic-ra...

Looking at the rates also shows improvements on the CAISO grid from 2023 through 2024 into 2025

100% agree on rate design. The current TOU periods are counter to GHG reduction. Rate a 1am, when the CA grid is dirtiest, should not be lower than rates at 4pm, when solar is still prevalent

EV2-A periods
Off-Peak: midnight-3pm
Peak: 4pm-9pm
Part Peak: else

Here is the GHG for yesterday

Ha! I had no idea that Meter Collars had been around for a long time. Just bumped into this from Marwell Corp from 1979.

marwellcorp.com

Marwell manufactures the Renewable Meter Adaptor for SDGE.

I am writing a blog post on collars. It's fun content

I'm attending (remotely) my first CPUC workshop. This is on scenarios for High DER adoption. Current presenter is from Minnesota PUC on their own plans (Xcell dominated).

Good experience attending so far.

Unravelling the collection of proceedings at CPUC site was hardest part

Here is the setup: connect directly to the meter collar, then the IQ Combiner (does not need a controller, that's done in the collar), then the battery. Neat.

Collars are a great invention. Kudos to Span and everybody jumping on that idea.

The workshop included introductory remarks from Comms'r McAllister, Background & Context from CEC staff, and prezos on the experience in Denmark and on the role of real estate agents.

The Danish prezo was great and inspiring; see this graph showing how house stock has improved over time

Home energy labels are pervasive in Europe but not widely adopted in the US & California. @calenergy.bsky.social has started to update its HERS system, starting w/ stakeholder input & workshops. I leveraged their 1st workshop to write on the topic

And an aerial photo of the San Bruno Aquatics Center. I believe this is the largest project under GovPV; they have many more, some much smaller, all around local government.
March 10, 2025 at 6:03 PM
GovPV is part of 3 efforts within the Distributed Resources category at PCE.

The GovPV started focused on adding rooftop solar; it is expanding by adding storage, and more sites.

Other projects are a VPP effort, and restarting residential Solar+Battery

This is a French Energy Certificate following European regulations. I'd like to learn and write about similar programs around the US. So far I have pointers to Portland OR, Berkeley, Austin, Vermont, Columbia MO. What other programs I am missing?

Thanks,

Casio.com, the official site for the California ISO is full of good stuff. Here one new to me: CO2 emissions. Below is yesterday's graph

A reminder to try to import electricity at the "right time". And if I had a battery I could time-shift the green electricity from my rooftop

Below are my monthly EV2-A electricity rates since Dec '21. Top 3 are the full rate: Peak, PartialPeak and OffPeak. Bottom 3 are the generation portion

Generation is from PCE our CCA, less than 40%. They do a good job controlling cost

Total minus Generation is "Delivery" from PG&E...

The category labeled imports covers energy from out of state. The source of that energy is harder to track and it can include hydro from the north, wind from the east and also gas. California has a deep oceanic coast, we are exploring floating wind turbines

But, separate, what is the purpose of the public comment page on proceedings? Where is that public comment captured?

(And thanks for answering questions; I appreciate it)

OK, I'll invest some time

Our house exported 2.6GWh in 2024. Net imports on January, February, November and December; net exports on the rest of the year. 8.8 kW of PV, no battery. Our main load is EV charging. In 2025 we will focus on reducing GHG through better scheduling. A battery would help, of course.

A message from Seth @ EnergyHub in the Dec 2 Catalyst podcast

"if you're in California and you're a regulator, the rest of the country exists. And if you look at what's going on, there are lots of examples of how you could be doing this a lot better"

Kraken came to mind but I am fairly ignorant about this space. I am looking forward to read the docs to learn.

Pg 4-17 (aka 32) of the Workspapers doc has a table w/ "NA Utilities". This is looking backwards. I'd like to see what a modern utility uses, or what the adventurous ones are considering.

A snapshot of our house electricity load this morning. We have a 3 zone heat pump HVAC. Waking up and turning some units to "automatic", and then turning to "minimum speed". The units go through some dance but the change in consumption is very noticeable. /1
