like it was stated in canon books that his decisions were supported only because he had palpatine protection and officers who were loyal to him personally not to the empire
and he literally sent away one man to his homeworld just because he had chance to sabotage thrawn's career

thrawn as a chiss were exception in empire for his abilities but still treated poorly even inside higher ranks to the point he needed a literally full ship of loyal people not to be paranoid about sabotage

palpatine had interest in chiss ascendancy but i believe that it was more about expansion than alliance (ascendancy in canon less developed than galaxy) knowing that thrawn literally told him about grysk and chiss connections inside unknown regions
