When did they start to control/manage the generated output of wind farms, in the same way as they can with gas generation.

In my limited experience of Major Hazards Industry, the SI gives all the real details of the law with litle debate.
ie often 'laid before parliament' and 'nodded through'.
Because of lack of scruitiny, totally unenforceable law results
