As a bona fide southerner, I can say, "It depends." Sometimes, it can be used sincerely, in the case of a mishap or tragedy. Usually, that's only in cases where one southerner expresses it to another southerner. If a southerner says that to a non-southerner, it's usually derogatory.

That's about as straightforward as it gets. And he's right (that coming from a conversation). That's why I can't watch the news any longer.
