I believe UN observers are actually sent by the UN. As I understand it, ICE observers are just local folks who self-volunteer to follow, observe, and record what ICE does. They're just part of informal, loosely connected groups or just passers-by who stopped to view and record what they saw.

That $100k each is probably payment for ending Greenlanders' social welfare benefits, which I think would certainly happen if we did indeed take over Greenland. I can't see our government continuing to subsidize them at the level Denmark is.
