Also POTUS is claiming both the governor and mayor are in support of this plan. And while I'm not exactly a fan of Mayor Young he has spoken out against troops on the ground in the last couple days so don't buy it.

Yes and congress could have voted to say no we aren't in an emergency and he'd lose that power. Instead they slipped some wordage about ""no day shall count as a day for the rest of this legislatve session"" to get around the 15 day countdown on that vote. As far as I can gather.
