Not 100% positive without seeing project settings, but at that level one guess is low bit rate + no dithering. Is it audibly noticeable outside of roomtone? If it’s low bit rate would be able to tell just listening to voice, but could be distortion at low level like -70.

Hey Arnold was probably my favorite cartoon growing up. An unmatched jazz fusion soundtrack, and incredibly wholesome show. Treated its audience like they were smart while tackling mature themes with empathy. One of the big reasons I love animation today.
