You don't really need that, the constitution allows for states to vote directly in a convention. Never been done before, but its not particularly partisan of an idea.

Pretty much the rest of the worlds republican democracies force an election when they can't pass a budget. The double issue is that we should punish the elected reps for failing to do their jobs by removing them from office, thus incentive to keep power is to pass a budget.

What you are asking for the death of millions and destabilization of the world economy if not the global power structure to such a degree that it might be billions dead.
