Possibly, but I've heard from several Muni leaders that are worried how this shakes out- complaining that service boards will have too much power over local controls. I worry it's likely that they get more NIMBY about proposed bus routes.

The 15,000 new residents is such an insane argument. When does the theoretical max ever happen? Even in the hottest markets that never happens. Private property owners make individual decisions a good chunk of which don't even seem to be in their own best interest, much less a public benefit.
