It's very simple. The President and all cabinet members take an oath to uphold the constitution. The Supreme Court interprets the constitution in specific cases. If they don't follow the SC decisions, they violate their oath of office, and should be successfully impeached.

One fact that should be mentioned is that any cuts to Medicaid will be passed on to private insurers. If you have private insurance, the Republican plan will cause your already high costs to skyrocket.
