Mail and macOS itself (in Sonoma) can actually come pretty close to Mail Act-On. In System Settings -> Keyboard -> App Shortcuts, you can set up quick commands, and for moving selected message to an arbitrary folder, use "Show Help menu," type part of the folder name, arrow down to move.

New location sold in Oct 1989, so that's probably about when they moved. I continued working there beyond high school, in a Northfield outpost and in Stillwater when I was home. Anyway. Probably enough property searches for today.
